Problem Solving for Obama
With the ongoing problems with people trying to do harm to our country there is a way that these ‘enemy combatants’ . . . yes we are still at ‘war’ after the attack on our country on 9/11 . . . could be handled that is workable for almost everyone.
Trying to solve the world’s problems with style takes thinking outside the box. This administration has been trying to figure out what to do with the Gitmo detainees. Do we close the facility or continue to keep them in Gitmo? De we set them free to wander off to parts unknown to continue their mission? What about sending them back to their home country to be revitalized into their organized cells? Do we let them loose inside America to wreak havoc on our soil again?
How do we get our heads around this so that it makes sense and can be monitored to ensure our safety? This might work and can be done with technology that is already used . . . just modified somewhat in scope and magnitude.
Each detainee gets a pacemaker with a modified version of the ‘home arrest’ technology implanted into their body. If it doesn’t receive a certain coded signal at an irregular interval, it zaps the heart stopping them dead in their tracks if needed or incapacitating them until authorities arrive. If it does receive a different coded signal trying to disable the machine, it zaps the heart. Since it is implanted into the skin, if it contacts gaseous oxygen or nitrogen, it zaps the heart. If it is electrically disrupted, it explodes and/or releases a toxin into the tissues. It has a battery life of six months, and can only be recharged in a particular way, or it zaps the heart ensuring there is a way to make them report back as needed. If the battery dies something nasty happens. You get the idea. This pacemaker constantly transmits a GPS signal that can be read by satellite and the local cell tower system. The GPS coordinates can be read off the internet.
Having installed these pacemakers, the detainees are released into the general population or preferably sent back to their country. With the GPS we can monitor if they are in training camps, with other cell members or traveling to places that might be on a no travel to list.
This could be adapted to sex offenders to monitor their movements and make sure they are not continuing the inappropriate behavior much like a pet in a fenceless environment.
For those that do not do what they are supposed to and get that final ZAP of their lives a reward could be paid to anyone turning in one of these devices or pacemakers to their local law enforcement agency, no questions asked.
Problem solved with not a ton of research money spent to implement the project and a fairly predictable outcome. Now if the current powers that be can have a little guts to make this happen then Gitmo can continue to be on its way out and another campaign promise met.
Zap . . . it works for me.

That's usually the problem . . . things that makes sense never get implemented.
I hope all is well Jean!
